In order to encourage inclusive economic growth through strengthening the investment sector at the regional level, the North Sumatra Representative Office of Bank Indonesia together with the North Sumatra Provincial Government continues to encourage the investment sector, one of which is through the North Sumatra Invest Promotion Forum (NSI-PF) 2023. The activity consists of several series of programs starting from capacity building for regional investment opportunities that have been held on July 6-7, 2023, investment project preparation classes on August 21, 2023, and investment sight study activities to West Java on August 22-23, 2023.
A. NSI Gathering and Capacity Building NSI Promotion Forum on July 6-7, 2023
NSI, which is a synergy of Bank Indonesia, DPMPTSP, and BAPPELITBANG of North Sumatra, has not stopped making efforts to strengthen the investment sector in North Sumatra. Some of these efforts have been planned starting from strengthening the synergy of the NSI technical team through dedicated team meeting activities to formulate work programs for each period, building strategic coordination through the NSI Gathering program with agencies incorporated in the NSI members decree, screening and collecting investment opportunities at the District / City level, and capacity building NSI Promotion Forum which is a preparatory class for prospective investment opportunities resulting from the screening of the 2021 NSI Business Profile Challenge activities, the 2022 NSI Mapping Project, and focus group discussions on screening investment opportunities that are ready to upgrade to the public consultation stage as a pre-requisite for preparing further investment studies.
The activity was opened by the Deputy Head of the BI Representative Office of North Sumatra, Mr. Yura A. Djalins, followed by a Keynote Speech by the Regional Secretary, Mr. Arief Sudarto Trinugroho, and the Socialization of the NSI 2023 Addendum Decree by the Assistant for Economic and Development, Mr. Agus Tripriyono, as well as two talk show series.
B. Capacity Building activity with KADIN Indonesia on August 21, 2023
The capacity building activity was attended by the Assistant of Economic and Development, Mr. Agus Tripriyono, Deputy Head of BI Representative Office of North Sumatra, Mr. Yura Djalins, Mayor of Sibolga, Mr. Jamaluddin Pohan, Head of DPMPTSP of North Sumatra, Mr. Faisal Arif Nasution, Deputy Chairman of KADIN Sumatra Region, Mr. Teuku Zulham, Executive Director of KADIN Indonesia, Mr. Hotasi Nababan, Chairman of KADIN of North Sumatra, Mr. Firsal Mutyara, and Head of PKSDA BAPPELITBANG of North Sumatra, Mr. Tarsudi. By involving all project owners in North Sumatra, including the Toba Caldera Resort project, Sei Mangkei SEZ, Kuala Tanjung Industrial Estate, Medan Industrial Estate, and Bus Rapid Transit (BRT) Mebidang.
The activity aims to introduce the North Sumatra strategic project to the KADIN Indonesia network business actors as well as sharing insights by KADIN Indonesia who delivered material on investment project preparation, especially PPP. NSI together with the project owner will try to follow up and oversee KADIN Indonesia's plan to include the North Sumatra National Strategic Project in the KPPIP Sewindu activity which will be held on September 13, 2023.
C. Preparation of Investment Opportunities Towards Public Consultation on August 21, 2023
This activity is a follow up to the NSI-PF capacity building activity which was held on July 6-7, 2023 which was attended by 8 districts / cities and 1 BUMD in North Sumatra. Through the capacity building activity, a preliminary document review process of investment opportunities has been carried out, which then selected 4 Regencies / Cities and 1 BUMD North Sumatra which are considered feasible enough to upgrade to the next stage, namely the implementation of public consultations, including Karo Regency, Sibolga City, PT. Dhirga Surya, North Nias Regency, and Langkat Regency.
Preparation of Investment Opportunities Towards Public Consultation was held in Jakarta and was attended by the North Sumatra Economic and Development Assistant, Mr. Agus Tripriyono, Deputy Head of BI Representative Office of North Sumatra, Mr. Yura Djalins, Head of DPMPTSP of North Sumatra, Mr. Faisal Arif Nasution, Deputy Chair of Sectoral Promotion Standing Committee Investment Department, Mrs. Hardini Puspasari, and Chair Woman Hermawan Juniarto & Partners (Deloitte Legal), Mrs. Irawati. In addition, the activity was also attended by a team of reviewers from related Ministries / Institutions including Representatives of the Ministry of National Development Planning / BAPPENAS, Mr. Fajar Hadi and Mr. Indra Muhammad, Representatives of PT Indonesian Infrastructure Guarantee Fund, Ms. Chasna and Ms. Floretta, and Representatives of the Ministry of Investment/BKPM, Mr. Andry.
D. Investment Insight Study on August 22-23, 2023
The activity was carried out by the NSI team as a learning forum related to investment promotion strategies to the West Java Provincial Government. The group was led by the North Sumatra Economic and Development Assistant, Mr. Agus Tripriyono and was accompanied by the Head of DPMPTSP of North Sumatra, Mr. Faisal Arif Nasution, Deputy Director of BI Representative Office of North Sumatra, Mr. Wahyu Yuwana and Mr. Poltak Sitanggang, and the Head of PKSDA BAPPELITBANG of North Sumatra, Mr. Tarsudi.
The insight study activity was warmly received by Bank Indonesia Representative Office of West Java, Mr. Edwin Permadi as Deputy Director and the West Java Provincial Government consisting of the Head of DPMPTSP of West Java, Mrs. Nining Yuliastiani, Head of ESDM of West Java, Mrs. Ai Saadiyah Dwidaningsih, and Secretary of BAPPEDA of West Java, Mr. Lufiandi. In addition, in the implementation there was also an insight sharing session that involved related authorities including the Business Manager of Kereta Api Property Management (KAPM), Mr. Defri, Promotion & Investment Development Coordinator of the Rebana Management Agency (BP), Ms. Heny Rahmawati, Head of BP Bandung Basin Implementation, Mr. Tatang Rustandar Wiraatmadja, President Director of BUMD Jabar PT. Jaswita Jabar, Mr. Wahyu Nugroho, and Agro Jabar Representative, Mr. Iswara Pandu.
Based on the sharing, it was conveyed that the success of the West Java Province investment sector was due to the provision and development of good and massive basic infrastructure in providing excellent service to investors. In addition, the quality and competitiveness of qualified human resources reflected in bureaucratic reforms and regional innovation through the West Java investment roadmap, as well as the role of cooperative Regional Heads in welcoming investment in West Java are also competitive advantages owned by West Java compared to other regions. Furthermore, West Java through KAPM also continues to improve the utilization and management of regional assets, especially in the field of railways that have a great opportunity to be developed, such as the development of Kereta Api Indonesia (KAI) Lifestyle, KAI Living, KAI Heritage, KAI City, etc., through the core business of construction and maintenance, trading & manufacturing, and property development, so that regional assets can be optimized properly and provide value added to regional income. Some of these things have a great opportunity to be applied in North Sumatra in encouraging an investment sector that is already quite good.
Furthermore, the utilization of the role of
BUMD Investment in West Java is well managed so that it makes a significant
contribution to the investment sector. As with BUMD Jaswita of West Java which
was given the trust to manage tourism investment in West Java, one of which is
the Development of the Darma Reservoir Tourism Destination which aims not only
to increase the realization of West Java investment but also to increase the
number of West Java tourists.
